Create a WP_cron job to add an event CPT every month

At a time close to midnight (12:00 AM) on the first night of each month, add a clt-events CPT to the database for that month.

This might require coordinating a real OS cron job with IT to ensure it happens. By default, WP cron checks for jobs only when a user visits the site via an asynchronous HTTP request.
