I'm gonna merge this, I think it'd provide benefits to many projects and not cause issues... but please report if this is inconvenient. |

Since #3553, F* supports emitting messages in a format recognized by Github actions, which are displayed somewhat nicely in actions runs. This PR makes F* automatically detect when it's running in an actions workflow (via the
GITHUB_ACTIONSenvironment variable), and default to that format in that case.
