This PR updates GEOSgcm to use MAPL v2.51.2. This has bug fixes for issues @zhaobin74 found:

  1. Using multiple rules with vectors was broken
  2. Relaxes the restriction that vector regridding can only be bilinear

All my testing shows this to be zero-diff to MAPL v2.51.1
