This PR delegates responsibility of maintaining the Dockerized Slurm cluster with spack-stack to the DockerSpackStackSlurmCluster repository.
This eliminates all Docker files and infrastructure for building spack stack and slurm containers. The new container has spack-stack installed with modules in it. The CI and MPAS app configurations are reconfigured to use modules.
