Block IDs after 96 are not regarded for obvious reasons, as these were reserved and used by blocks released in subsequent versions (until Block IDs were gotten of entirely in 1.13 by The Flattening.
Additionally, 36 seems to not Link to any valid block ID. According to the Minecraft Wiki, this Block ID is reserved for something called piston_extension.
