What this PR does / why we need it:
This PR updates the mkcert.exe (which is downloaded as part of Init.ps1), to the (currently) latest version: 1.4.4.

Which issue(s) this PR fixes:
Previous version (1.4.1) did not seem to work on my Windows 11 machine, this version does.
