안드로이드에서 팝업으로 권한을 따오는 행위를 2회 거절하면 영구 거절로 간주하여,
더 이상 팝업이 뜨지 않게됩니다.
이 때, 앱의 설정창으로 보내어 직접 권한을 따오도록 구현하였습니다~
