v1.1.0 Add stop-and-frisk analysis and full methodology note

This release contains:

• the raw data from the decoders
• the aggregated data for each intersection
• the Jupyter notebook to reproduce that aggregated data
• the Jupyter notebook to extract summary statistics
• [added in v1.1.0] the analysis of the stop-and-frisk data
• [added in v1.1.0] the 54 pages PDF of the full methodology note

This allows to build on top of the work, and to verify the claims.

What this release does not contain is quality assurance code discussed in the methodology. That code requires a bit more cleaning to be easily readable, and will follow in a later release.
