test: demonstrate dev dependencies between workspace projects

This shows how the lockfile dev flag is only set if all uses of that package are dev-only. Adding a single non-dev dependency on a package such as this example makes that flag disappear and has incorrect side-effects causing issues such as #2013.

This does not add any failing tests at this time but I'd like to merge the additional test changes here for now.
