Description of changes:

New Cloud9 IDE removes the AWS Resources tab by default, added instructions to restore the AWS Resources tab to match up with instructions
Minor changes to the Postman instructions for generating tokens
Updated WAF module with Managed rules and rule builder
Added CloudFormation URL for ap-southeast-2
