Account filter on Budget overview

What's Changed?

• We have added an account filter the budget overview, makes it easy to see the budget items for each account.
• We have reworked all the account forms; the newer design matches the reset of the App a little better.
• We have fixed the navbar on public pages, it now matches the navbar in the App
• We have corrected a spelling error in the welcome email.
• We have done a little refactoring to improve the budget service.
