Add all user configuration options.

Add all user configuration options from
https://scalameta.org/metals/docs/editors/user-configuration/.  New
options added are:

- metals.scalafix-config-path
- metals.ammonite-jvm-properties
- metals.enable-indent-on-paste
- metals.fallback-scala-version
- metals.test-user-interface
- metals.java-format.eclipse-config-path
- metals.java-format.eclipse-profile
- metals.scala-cli-launcher

Additionally, mark metals.pants-targets as deprecated and tweak the
docstring of metals.scalafmt-config-path to make it clear that the
value for this option should be an absolute path as per
scalameta/metals#2165.
