The test directory does not yet include any test files. To ensure travis runs tests against test_helper it needs to be required in a file. dummy_test requires test_helper so that travis runs tests against it.

This PR adds a Rake task for running custom tests in the test directory.
It is in preparation of #3 which will test individual rows in
MembersPage.
