abstract: <p align="justify"> In this study we examine how the use of private and public transport has changed since the early 2000s in Brazilian cities. We analyzed data on the changing patterns of consumption of transportation goods and services by Brazilian families over the last 20 years. We also analyzed how urban transportation costs, the demand for public transport, and the country’s vehicle fl eet have evolved in that period. All the analyses conducted pointed to a gradual and persistent trend of households moving away from public transportation towards individual modes of transport, mainly among the middle and lower classes in medium and small cities. These changing patterns caused a continuous deterioration of mobility conditions in Brazilian cities, significantly increasing the time people tend to spend in traffic. Furthermore, we demonstrate how people are unequally affected by poor mobility conditions according to their socioeconomic status, gender, and color. Finally, we show how the economic and public health crisis generated by the Covid-19 pandemic has had a profound impact on urban mobility patterns, causing a sharp decline in the numbers of daily public transport passengers across the country. Those fi ndings indicate that the Covid-19 pandemic will likely deepen the vicious cycle of passenger loss and increasing public transport fares, thus accelerating the historical trend of modal shifts from public transportation to individual modes of transport in Brazilian cities. At the end of the study we point to a few urban and transport policies that could help mitigate this trend. </p> | ||

abstract: <p align="justify"> Este estudo apresenta um diagnóstico de como o uso do transporte individual motorizado e do transporte coletivo tem evoluído desde o início dos anos 2000 nas cidades brasileiras. Nós analisamos dados sobre mudanças no padrão de consumo de bens e serviços de transporte, o aumento de renda das famílias, além da evolução dos custos de transporte urbano, da demanda por transporte público e da frota de veículos no país nos últimos vinte anos. Em todas as dimensões analisadas, os dados apresentam uma trajetória gradual e persistente de substituição do consumo de transporte coletivo pelo individual motorizado, principalmente entre as classes médias e baixas, e nas cidades de médio e pequeno porte. O estudo aponta ainda como essas mudanças têm se refletido na contínua deterioração das condições de mobilidade e no consequente aumento no tempo que as pessoas passam no trânsito, afetando de maneira desigual a população, de acordo com nível socioeconômico, gênero e cor. Por fim, nós mostramos como a crise econômica e de saúde pública gerada pela pandemia da Covid-19 teve um profundo impacto na redução dos níveis de mobilidade urbana e, em particular, na intensificação da queda do número de passageiros do transporte público ao longo de 2020. Com isso, a crise do novo coronavírus deve aprofundar o ciclo vicioso de perda de passageiros e elevação de tarifas no transporte público e acentuar a tendência histórica de substituição do transporte coletivo pelo individual nas cidades brasileiras. Ao final, são apontadas algumas sugestões para políticas públicas que poderiam contribuir para mudar essas tendências. </p> | ||
