Publish the action only for the master branch changes

• Link to relevant pull requests, esp. upstream and downstream changes
• Ensure you have provided tests - that demonstrates feature works or fixes the issue

GitHub Web Interface does not support it for spot-edits when a maintainer.
It is a good practice though
