v5.0.3

This is the 5.0.3 production release of radar_pi.

Compared to 5.0.3-beta3 it fixes two small logging issues, and changes bearing offset for Garmin xHD to work with xHD2.

If you have an issue with bearing offset on Garmin radars, please see #118 and either comment there or open a new issue.

Otherwise, this release reflects that the three authors have worked with this release and saw no impediments to going for a new production release.
