Fix download-osm bug with some data src not having timestamps

download-osm make-dc for paris area calls osmconvert --out-statistics, which does not produce timestamp max, possibly due to the missing timestamps in the data. As the result, make-dc would crash. Fixing with #292 (@nyurik)
