Added the word "Company" to the value of the operator tag. This is how the company calls itself on its company profile.

PG&E is mentioned in two other places in NSI, so this should change those, too.

PG&E is also in ops/power/substation:

As @JesseWeinstein said, any PR that changes the operator value for PG&E in ops/power/line also has to change the value for PG&E in the other three categories in order to be considered for merging. (Each entry also needs to have the existing operator value - Pacific Gas and Electric - listed in matchNames.)
