Upgrades to Osmosis v16

upgrades the protos to v16

We upgraded the protos: #50

Breaking Changes

• In order to fix this bug, we've enabled prototypes.typingsFormat.customTypes.useCosmosSDKDec — please be aware for any Dec types that you don't need to manage the 18 exponent issue for RPC responses now :)
