Posting this for review before pulling it into the overall branch for configuring loki. A few questions for you all:

Are there other droplets we want to aggregate and forward logs from? I currently only have this on the relay and loki droplets.
This configuration only pays attention to the containers running on these droplets. Is that sufficient for the time being? It's easy to change in the future, if we want other service types to be pulled in.
