What does this PR do?
Adds support for the C23 and GNU23 dialects of C.
How does this PR change Premake's behavior?
No breaking changes. Purely an extension of the existing behaviors.
Anything else we should know?
With MSVC tooling, uses the
clatestflag instead of C23, as the flag does not exist at time of PR. Closes #2410.Did you check all the boxes?
