Fix #335 parallelize pkcli.test max_procs=n

- Also can configure PYKERN_PKCLI_TEST_MAX_PROCS=n
- Speed up with 10 cores is linear from max_procs1 to 4; 8 didn't seem much improvement
- Add pkconfig.parse_positive_int
