The option to override remain for the ones who need it, but the default should be appropriate for most.
This mostly reverts the change in commit 27df93f. Some communities may wish to create multiple releases from the same chart. In such cases, the automatic restart, by default, must not affect anything outside a particular release. Ideally, the restriction would have been placed inside the respective values files so that on operator can override it. However, that is not possible. This commit also removes some quotes that were deemed unnecessary.
