Recently NetBSD 9.2 source was archived affecting the
base.tar.xzlink used by thelibexecinfo.socross workaround (cross-rs/cross#1345).This small patch prefers
NetBSD 9.3as it is the latest9.x.Additionally, I added a
-f, --failto curl to fail in case a4xxor greater happens again.
