We'll use Chocolatey as our default installation method for Puppet Agent as per #15
This allows us to keep the Puppet Agent up-to-date by using a Puppet module as previously this would fail if Puppet had been installed manually.
However there may be cases where Chocolatey cannot be used so we have the 'legacy' installer option for these cases.
This also addresses and fixes #19
