This PR simplifies the Github CI for e2e tests. They get always executed, except only markdown files got changed.
Additionally, the file hetzner-ci.yaml which was almost identical to hetzner.yaml got removed. A script creates the corresponding hetzner.tmp.yaml files now.
Fixes #1528
