Initial update with two independent syncing services syncing both ways.

Testing

Performed system-level testing between a Windows and an Ubuntu libp2p base node that could not communicate via libp2p, with the service running in either Windows or Ubuntu. Syncing performed well.
Performed system-level testing between a Windows TCP(with tor) base node and an Ubuntu base node with the service running in Ubuntu. This test resulted in a massive reorg, after which normal syncing resumed.
