Description
In current implementation, TDX Measurement related codes are in OvmfPkg.
And some of the codes are complicated.
This PR is intended to resolve below 2 issues:
It makes the code clearer and easier to maintain
it can be called from SecurityPkg (Because it is planning to implement
SecTpmMeasurementLib which will include both TCG2 measurement and TDX measurement)
