According to "new" documentation, this PR throttles the radar inputs (odometry, etc).
Additionally, I realized that the sensor time was not being used, even though now PTP works fine, so I enabled it
This PR is related to its nebula counterpart: tier4/nebula#253
Tested on rosbags, but could not be tested on a bench due to the apparent lack of odometry
