Can we remove all the task blocklist stuff with this also? It was only needed because we hardcoded the tasks to begin with. |

@rocketeerbkw - yep! Good call, actually. Getting rid of the task blocklist (and the need to test it as a separate function) is one of the reasons I'm doing this right now. |

This PR removes the hard-coded tasks from the UI.
This gets rid of the Drupal-centric nature of the task list, but also requires that cluster managers/group admins/developers take control of their tasks by recreating the existing tasks via the custom task api.
