Add custom ontology and DKG build for climate scenario

This pull request does the following:

• Adds a script that processes the ASKEM Climate Ontology sheet and turns it
  into JSON
• Adds a new DKG configuration for the climate scenario
• Adds additional ontologies to build
  • Climate Systems Ontology (cso)
  • EIFFEL Ontology
  • ClimateMind Ontology

Artifacts

Note that these will eventually be uploaded to S3 the same as the other DKG builds - these should be considered as a preview as there is also improvements to be made on the way that relations are imported from both the custom ontology as well as the external ones
