Hipparcos module now handles 2021 van Leeuwen re-reduction (including rejecting scans), as well as DVD files. Tutorial takes users through downloading the 2021 data. Addresses issue #261.

waits until a gpu function is called to allocate memory that way memory
is not allocated every time the module is imported. probably too many
global variable right now, will fix in later push
Getting rid of openCL variable names. Made global varibles local only to
kepler module instead of being instantiated in the __init__.py script.
Can be overwitten at function level

Looks good. Going to review all the other PRs and chain merge them all before merging this into main.
